Program Services

The Healthcare Consortium of Illinois’ Adult Protective Services Unit serves the Senior Population (60+) and Adults with Disabilities (18-59) who may be victims of abuse. The forms of abuse that are investigated are as follows:

Physical Abuse:
• Assault
• Battery
• Hitting
• Slapping
• Pulling hair
• Burning
• Over-medication

Financial Exploitation:
• Misusing a persons’ money or resources for the personal gain of another
• Exerting undue influence
• Stealing money or property

Emotional Abuse:
• Threats
• Destruction of property
• Humiliation
• Verbal assaults
• Yelling
• Screaming
• Talking Down
• Harassment
• Intimidation
• Abuses animals

Neglect:
• Passive: Failure to provide for the basic needs of the victim, including food, medicine, shelter, clothing, etc…
• Intentional: failure to provide for the basic needs of the victim, including food, medicine, shelter, clothing, etc

Confinement:
• Restraining
• Isolation
• Denies access to phone/mail
• Controls activities of victim
• Limits time the victim spends with loved ones

Sexual Abuse
• Any non-consensual sexual conduct
• Any sexual activity with an adult who is unable to understand or give consent
• Any sexual act committed under threat of harm
• Any forced sexual act

We investigate abuse in the community. The victim must live in a home or an apartment, not a nursing home. There must also be a known abuser in order for the allegations to be investigated. This does not have to be a family member. However, this person must have a continuous access to the victim. If the abuser is unknown to the victim, the victim must contact The Attorney General’s Office for assistance – (312) 814-3276.
