History
HCI began in 1991 as an organization of several hospitals; Chicago Osteopathic Hospital, Cook County Hospital, Jackson Park Hospital and St. Bernard Hospital as a “Medicaid Reform” organization, created to meet the healthcare needs of residents on the south side of Chicago, that in the past, were receiving fragmented and inadequate medical services. HCI’s primary focus was to develop an integrated community health system that would coordinate better health services for residents with Medicaid coverage. During HCI’s first year, organizers worked to secure commitments from community health care providers agreeing to support and nurture the mission of the Healthcare Consortium of Illinois.

Mission
It is the mission of the Healthcare consortium of Illinois to improve and enhance the quality of life in Illinois by increasing access to quality, integrated and comprehensive health and human services

Vision
The Healthcare Consortium of Illinois is a community-based integrated health and human service organization with a diverse membership representing all facets of health and human service disciplines. HCI is a “network of networks” which provides a full range of health and social services through its member organizations. While it is not a direct service provider, HCI provides a high-quality service, which adds value for its customers, by managing and coordinating the access and care of patients across different settings and disciplines. Through care management and integrated networks, HCI is able to manage patient care in a cost-effective manner for government agencies, insurance companies, HMOs and employers.
